Eyes make up most of a person's expression and are indeed essential in any portrait.
Then there are exceptions, as this photo.
The complexity of her expressions and the combination of framing and DOF build a sense of intimacy that no glimpse of the model's eye could so effectively do.

In particular, I like the fact that she's looking down, eyes almost closed and protecting her body from the camera with the left shoulder. At the same time, her mouth and lips suggest sensuality, hence the all "looking down" thing might not be about shyness and protection at all <img src="e.deviantart.net/emoticons/w/w…" width="15" height="15" alt=";-)" title=";-) (Wink)"/>

Minor dislikes are her hair covering her left eye and the black bra. Not huge issues here, but I would have preferred them not to be there
